Civil Grand Jury

The Marin County Civil Grand Jury performs an important function in citizen oversight of county government. It investigates, monitors and reports on the performance of local government entities, including County of Marin departments; water, school, and fire districts; and other special districts. The Grand Jury's responsibilities and member qualifications are described in the California Penal Code; every California county constitutes a Civil Grand Jury annually.

The nineteen members of the Civil Grand Jury are appointed each year for a one year term. The appointment process is conducted by the Presiding Judge, with the assistance of all of the Judges and the Marin County Grand Jury Association. Once the Grand Jury members are randomly selected, they are sworn in by the Presiding Judge. The Presiding Judge also selects and appoints a foreperson. All other administrative functions related to the Grand Jury are performed by staff in Marin County Counsel.

The Presiding Judge is available to the Grand Jury in an advisory capacity throughout the year to answer questions and address concerns about on-going investigations and other issues, as needed. The Presiding Judge also has the authority to remove a seated juror for misconduct or incapacity.
